On the TP-Link website you should be able to find and download the utility matching your powerline adapters. This will enable you to get information about the paired adapters and even force them to re-pair.
Traipsing a cable half way around the house isn't really practical or very attractive and the landlord doesn't take kindly to things being tacked on the walls, powerline is about the only option there is.
I've replaced the adapters with a different set and instantly got a connection. So it looks like a duff set of adapters is the issue. Thanks for all the help and suggestions on here.
