Because its for ordinary people. You want to go to one of the EU countries, they may and can use all of the above to track you and follow you. For no reason.

They can already do that anyway as you go about your normal business.
Use your contracted mobile tracked
Use your bank card/VISA tracked
Buy plane ticket tracked.
I fail to see how in everyday life you can't be tracked at present.
I agree fully, however do you think EU countries have resources to police everyone?
Even the police themselves are underfunded and understaffed.

Anything which increases the chances of criminals being caught and punished is fine by me.
Until what you do quite legally is suddenly redefined as criminal.
Erm, what? If a government passes a law to make an activty illegal, it doesn't matter what its legal status before was, if you want to continue being a non-criminal you simply stop whatever it was.
