How come there are 3 europa league places this year in the Premier League?

Because Portsmouth didn't get a license to play in time, they would have got a place in Europe being in the Cup final as Chelsea are in the CL already

I'm sure I read in the paper the other day that they'll definitely get a place, provided Fulham win it this year, as they're 6th in the Fair Play league and the 5 teams above them will all be in Europe next season.

England are currently 3rd in the Fair Play rankings.

Ah ok, when I first saw about Burnley, was when England wasn't guaranteed a place. I think Fulham get into Europe either way then, should they win or lose?
