Doesn't even load for me - just get the background color and that is it heh.

Judging by the screenshots its about the standard of the web-site I made in ~1994 for my school when I was like 12-13 (unfortunately these days its best left to the professionals).
 
The text says "Dorset BBQ was a fictitious business which was used as a design project – from branding through to web design. click to view the project Dorset BBQ" so it was probably done for a college course.

Yeah go to the portfolio of that company and it says Dorset BBQ is a fictitious company and the site was for a project.

So a contemporary of SHTML's I guess (text is same on the sites)

Maybe the Dickson's site is some meta-level page ironically pointing out the 'dos and don'ts' of web design?
 
There is obviously some sort of pattern that the two portfolio sites were done by different people and I imagine they both did the same course at a college with the same spec of creating a dummy site for the BBQ place.

the domain is registered to Martin Dickson though as a sole trader, so that might be real..
