Everest sensor reading question

I have been running Orthos for about 3 hours then looked at Everest to check the temperatures for the cpu. This is what i get:

Could someone tell me why it shows the cpu at 46 but core 1 is 67 and core 2 is 61. Also would the lowish volts be a problem, for example the 3.3V is only 3.25 and the 12V is only 11.17.

This is on a over clocked 3800X2 which is currently at 2.6Ghz, i haven't seen any problems so far in games and other applications so does the slight drop in voltages really matter?
 
I was away to start lowering the volts to the cpu see how low it can go before coming unstable. When i did over clock this chip which was a while ago i remember it not wanting to do much without a lot of volts. The only cooling on the cpu i have is an Arctic cooler 64 pro.
