Not sure if anyone has this issue, but I noticed in Hitman 2 that without the tool running I had 0 stuttering, with it, horrible stuttering.
I dug around and the fix was to go into the OSD settings and disable all monitoring... Less than ideal if you use it to monitor, but if like me, you only use it for custom fan profiles and OC'ing. It will solve the issue:

It's a commonly known issue and I'm not sure what other games may be affected but it solved it for Hitman 2 for me.
