EVGA PSU Eco Mode Fan Question

Hi all. When the EVGA PSU ECO Mode is off, is the fan supposed to run at full speed or does it correlate with the temperature? Thanks.

It's temperature controlled still, at low loads it runs at low speeds.

Thanks for the reply guys. Mine runs at full speed from the moment go. I think I'll rma it.
