EVGA step up advice

So I was planning on getting a GTX 1070, but the prices appear to be not as good as anticipated, and as a whole the situation seems a bit unstable.

My new build has no GPU, and i'm running a 1440p display.

So as an alternative, I thought I might get a 970/980 and step up with EVGAs program when things settle down in a couple months.

Are there restrictions on what you can step-up FROM (I know they list what you can step up to).

Has anyone had any experience doing something like this, and is there any reason it'd be a bad idea?

1) Limited availability, you never know if the card you want will be on the step up list

2) The price difference is based on EVGA official prices. So while prices may be stable within 3 months on other retail sites, it's likely EVGA will keep the prices as they are.

Not to put you off, just to give you a whole picture sort of thing.

Yep you will be able to upgrade from a 970/980, but you do need to buy from an authorized retailer and keep the invoice. Most actual online shops you can think of are fine, but don't buy off eBay/MM/etc. and expect to be able to step up.

The big problem with this plan is that EVGA are probably not going to change their website prices in the next few months - for a GTX 1070 you'll still be paying about €500 (euros) minus the cost of your 970/980.

I recently bought a 970 for my new rig, intending to upgrade to a 1070/1080 - I was pretty much set on a 1070, but the price has thrown me. Not sure whether to stick with my 970 or go all-in & step up to a 1080.
