Excel error question

I am trying to use a programme written for Excel 2002 onwards. it is designed to read and display a radios memory settings, or allow the user to write settings and upload them to the radio. I am getting the errors shown in the 2 screenshots linked to as a zip file below. Any idea why this is happening? If I click on the link in the htm error message to allow Active X to run it makes no difference, the application still will not respond to any user input such as changing com port or baud rate. Thanks.
