Excel HELP! - bound to be something simple!

ok guys i've been tearing my hair out over this one.
For some reason when i'm in excel the very top window bar (blue one) where it says "Microsoft Excel - Book 1 etc" has disapeared and it's just the standard file/edit/etc bar there.
Also the tabs at bottom of the window are partially hidden behind my start taskbar for some reason?

I have gone through all the settings and nothing appears out of place but it is really annoying me now, i know there is going to be a easy fix but i can't think

I've seen something similar when I've downloaded an Excel file and opened it within IE. Try saving the file locally and open through the Excel file menu.

Yeah I had the same once in Word, when opening a document straight from Outlook, not downloading it first. Not sure why
