Excel help

Hi all, I'm not particularly skilled at excel and could do with some help.

Here's a screenshot :

What I'm trying to do is look at the target level, and if the next grades are:

Over, equal to, or 2 below then: cell colour=green
2 or 3 below then : cell colour=amber
4 or below then : cell colour=red

How would I do this?

Format > Conditional Formating?

Thanks for reply, but it needs to look up the target grade first, could I still use conditional formatting?

What is the list of target levels? List them lowest to highest ...
