Exchange 2007 public folders

In exchange 2003 there was a very simple but effective GUI for modifying public folder permissions. I have been doing some reading and it looks like M$ has decided to remove the gui and go back to a command shell. Am i correct in saying that microsoft have removed this gui completely.

Does anyone have a reasonable explanation why they would remove the gui and replace it with command shell ?
 
I had this issue recently - you can set the permissions through the normal management console.

When you browse through the folders you can only get the permissions and email address properties from the right window pane and not the left smaller pane that shows the folder tree structure.
