Exchange. Outlook for MAC & Archiving

Before I go any further I should mention that my Apple knowledge is quite slim.
I'm very much going by what the user is telling me - so please don't overlook even the simplest solution.

We run MS Exchange and one of the biggest issues we have is with mailbox sizes. I'm slowly getting people into the habit of archiving off old email which I then write to a couple of DVD's - one for them and one for our firesafe.

My MAC users (2 of them left in the company) tell me that there are no archiving options under Outlook for MAC.
Is this really the case? Can I not run an archive job and get "a file" which could be backed up?
If this really is the case - does anyone know if Outlook for MAC can open a .pst file?
My alternative option would be to log into the user's mailbox on a Windows machine and run the archive from there. The end result would be a .pst file.
In Outlook for Windows you can open (rather than import) that file and read all the email. Can you do the same under Outlook for MAC?
