Bit puzzled by this...

Basically our network is configured as a mesh, so every office has a VPN to every other office, however if their internet goes down a backup line kicks in which only connects to the HQ office. Under Exchange 2003 this didn't seem to be an issue and the mail was routed through the HQ office and delivered to routed to another office. Under Exchange 2010 this doesn't seem to work and the mail that is unable to establish a direct connection is stuck and queues up.

How can I configure Exchange 2010 to route email through a specific site if it can't do it the normal way?

An example below in fantastic Paint technicolor. In this pic on the right Site 4 switched to the backup line and wants to deliver email to Site 1 but can't as it doesn't have a direct connection, so need it to send it to Site 2 so that it can pass it to Site 1.
