Exchange user cannot see public folders

we added a new exchange user today and for some reason she cannot see any of the public folder contacts whether it be through VPN or on her work machine directly.

Does anyone know what might be causing this and how to remedy it?
 
Can she see public folders at all? If so, what message comes up when she tries to access the subfolder?

My guess would be a permissions one.
 
I was at her machine today. In folder view on Outlook you can see public folders. Clicking it says "no items to display"
