Is this far from the exchange or will i get a good connection 3.91km from the exchange.

I get whats showen up above but will i get a decent connection.

At that distance you should be able to get at least 2mb, but at the end of the day line quality counts for more than line length.

Oh and edit the sweary out before a passing Don gives you a holiday!
 
The numbers from Samknows are for a straight line from your postcode to the exchange so they're worthless.
Even if you knew the actual loop length you wouldn't be any the wiser - as derfderfley says, the quality's much more important.
 
Assuming at least the attenuation you posted elsewhere is accurate, it's not surprising given you're out of spec for fixed rate 2Mbps, for reference you're nearer 6km from the exchange.
 
You can move to a house with a shorter loop length, or say "here's a big sack of money for a leased line".
 
You could try a) a modem that gives reliable stats and b) connecting directly to the master socket with no extension wiring, but it's unlikely to change things by a large margin.
The planning records were evidently wrong for him, and they're pretty much bang on for you.
 
Probably not without paying for the remaining contract term, or any deferred hardware/activation costs.
Migrating wouldn't help anyway - the properties of the copper pair between you and your exchange have nothing to do with your ISP.
