You can clearly read the serial number on it, part of the note is folded in on itself.

What are the chances I can exchange it at a bank?

Edit - Result ;)

Put it in a plastic sleeve with the serial number written on it, go to a bank and ask if they can exchange it I guess. They've exchanged ripped fivers and things for me before, but that is a bit different.

Usually I think they won't replace an incomplete note, but that one has clearly rotted and hasn't been cut into two pieces... YMMV

Unlikely I would have thought:

"As a general rule, there should be physical evidence of at least half a banknote before payment can be made. If the Bank receives an application where less than half a banknote has been submitted and there is no clear evidence that the corresponding portion of the damaged banknote has been destroyed, it is unlikely that payment will be made."

I think the condition is evidence enough that the rest of the note has been destroyed.

Like I said part of the note is folded in on itself and fused together :)

I would say there's a high possibility it will get replaced as you can clearly see it has rotted, give it a go as said the worst is they can say no.
