.exe files refuse to execute

I have a feeling this is a CPU issue as it seems to have only started happening since going dual core. However as it is related to software I thought it might be best put here.

Most but not all applications refuse to load, as in when you double click, you get the hour glass for a few seconds then nothing happens. The computer does not lock up or anything, just the .exe's don't execute.
This is happening with about 1/3 of .exe's - I have applied the AMD optimizer but not the microsoft patch as the file needed to validate windows is a .exe and it wont run either.

I have done the common sense stuff like a full virus and spyware scan and all is clean.

Can anyone think of a reason this might be happening? Im running XP 32bit with SP2 and all the "auto" updates are uptodate. Im on the verge of re-installing XP but I only want to do this as a last resort, so if anyone has alternatives please offer up your advice.
 
I performed a long and painfull memtest a few days ago, I personaly don't think it's the memory but I will run it again to make sure.

It's very mysterious, the same programmes run fine on another PC, which is a single core. Which is why im leaning towards it being a dual core compatibility issue.
Then saying that, I know the microsoft validator .exe works fine on a dual core as I have used it before, so I guess it can't be a dual core issue :confused:

I'll do a reinstall next weekend if it's not solved before then, nothing like a nice clean XP feeling anyway. Would be a perfect time to upgrade to vista if creative labs would just release x64 vista drivers :mad:
