Exhuast Failure

This had to be pulled from my car exhaust tonight. Has anyone experienced this kind of problem before and if so can you shed any light on what it is/has caused this. The exhaust is clear but there is a significant loss of power.

i'm only aware of baffles in a sump/fuel tank context, not exaust systems. why are they made of string and what do they do?

LOL It's not like garden twine, it's a heat proof sound absorbant packing. It's purpose is to err...absorb sound and make the exhaust quieter!
