Expression Blend

Anyone have any ideas as to why Expression Blend won't let me create a 'New Project'?

I need to create a assignment but it won't allow me to click new exe or Silverlight project. The 'create' button isn't clickable. I have Silverlight installed.

Any help would be appreciated!

When I try to create a new project, it also prompts, saying 'you cannot begin your project name with /''@% such and such', if that helps?

Does this need Visual Studio or any other plugins/applications or so to operate?

It's actually expression blend 2 which I'm trying to run. I may have to downgrade my Silverlight to version 2. I don't believe I have .NET framework, either.
