ExprssnWeb 2 SNGL MVL - what is it?

ICT have told me that they can't install Frontpage on my works PC but they can order in ExprssnWeb 2 SNGL MVL for about £140.
I have Googled but to be honest I'm still not sure what it is and ICT aren't much help either.
Anybody link me to what it is please?

(Yes I do know there are much better programmes but for what I do Frontpage is adequate).

I guessed it might be that so I'm experimenting with it before I ask them to buy it for me.
