External HDD (one folder files not viewable on Windows)

Ok

on OSX 1.5.6 i can view all files and folders Fine

On Windows Can view all files & Folders Fine Except one folder where windows does not show thumbnails of the files but does state there is 33GB used
 
folder contains avi/mpeg's the file system of that folder should be fat32 although i think the drive might use somthing different.

the funny thing is i copyied the folder in question from another fat32 drive. right to this one. i created this folder so it is mine.

I think not. File system applies to a disk partition. The folder just a way of organising files on the disk to make it easier for users to find stuff.

FAT32 isn't very fault tolerant. NTFS or HFS+ (Mac) systems are much better in that regard. FAT32 also has no advanced disk permissions such as security so the ownership suggestion above is a non-starter.

Try running chkdsk.
