Ctrl click (right click) on the HD you want to change permissions on, get info, click the padlock symbol at the bottom right, verify with password then change permissions in the preference pane to the right.
In that case you're gonna have to install 3rd party software such as macfuse (think I'm right in saying that) for example to enable you to write to a NTFS drive.
