External PCIe on laptop NOT graphics related

Hello all,
My first post here so sorry if I break any rules, and also if this is a bit of a lengthy one.
I have the need to run an industrial PCIe card from a laptop, and am looking for a way to achieve this.
I see a lot of reference to PCIe slots via Expresscard/Thunderbolt/MiniPCIe which refer only to graphics expansion. Will any of these run as a standard PCIe slot, or are they dedicated to graphics?
The only thing which currently exists is my control card. The laptop is yet to be purchased. Unfortunately, it's on a budget, so the current Thunderbolt 3 offerings are out of the question, as is the £1K Magma box. Is ExpressCard the interface to be using, and is that supported under Windows 10?
I don't want a system which involves cables hanging out of a butchered laptop case, so the miniPCIe option is out as well (unless someone can point me to a laptop which has external access to one of these slots, and that is capable of running more that a WIFI/WWAN card).
Startech offer an enclosure with 2 PCI and 2 PCIe, but the necessary Expresscard adapter is no longer available. Does anyone know of an alternative Expresscard which would make the connection to the Startech enclosure?

Any other recommendations/solutions gratefully received, except for the ones which say use a desktop :-)
