No idea if anybody has tried this before (expect so) but how about submerging your radiator under cold water in a container with a cold water mains supply flowing in and out? (kitchen sink springs to mind for a test)
In theory cold water should be a better cooler then air even with push/pull fans.
I might give it a try and see what temps are like
( cold water mains temp is 13oC atm)
Main advantage would be less fans so cheaper to run as long as your not on a water meter and cooler temps?
Disadvantages, many !! but fun to try it
