Extremely Low performance - why!?!?!

Hiya, I have been experiencing unusually low performance in all my games for several months and I don't understand why.
eg : average 40fps in DoD : Source (went to a lan lounge today with a 6600gt getting a constant 90fps at same settings!!!! only had 1gb ram too.)
Overclocking doesn't help much.
Could it be the mobo???

Specs:
3ghz P4
2 X 1GB DDR2 corsair value 533mhz
Radeon X850XT
ASRock 775Twins-HDTV motherboard.

I am upgrading soon, but I would still like to pinpoint the issue to make sure it's not in vain. This is really frustrating. Steam support refuse to help me.
 
Shouts CPU to me.

What are your cpu temps under load? If they're going over a certain amount then your processor will be throttling down in speed to cope with the heat and stop it burning itself out. I have no experience with those chips so don't know if the performance decrease from throttling is like you've described but it's all I can think of.
 
Got any virus checking stuff or something going on in the background? Could it be that you have turned on vertical sync? Sorry if these are a little simple just trying to cover anything and everything I can think of.
 
Been occuring for months, I close AV off in games. Yeah Vsync is off.
:( no hope. It just doesnt make sense.
Scanned for spyware and viruses several days back , clean except for a cookie tracker thingy.
 
Still sounds like CPU throttling to me. When you say you turned throttling off do you mean you turned thermal throttling off or just cool n quiet (I know cool n quiet is the AMD name but I can't remember what Intel call it).

Intel calls their on-demand multi drop function SpeedStep.

Is it just DoD or does this problem effect all games? Do you have any benchmarks from before the problem against which you can compare your current performance?
 
My experience with sorce games (DOD CCS) is that if you connect to a bad server it lags the whole games out, ie bad FPS. could be you have a connection problem rather than hardware, so try setting up your own server either passworded or LAN and check you FPS, if it is connection problem your FPS should be back to normal.
Wont help if it is a hardware problem but its a quick check and you can rule one thing out
 
All games are affected, I just play source the most.
Like I said, I was in a lan lounge yesterday and I played DoD: S on the SAME SETTINGS with 90fps with a 6600gt system with 1gb ram on the net.
Thermal throttling is disabled, but my cpu runs cool (for a P4) anyway. Its at 42C at the moment and DoD: S is minimised.

edit: I am on an empty server with 40-60fps. No AA, Vsync off, HDR off.
Note the fact that im using an X850XT, framerates like that should be illegal!
