F.3.A.R. Install issues

I am just home from buying F3AR, and I am having issues installing it on Steam. I am just inputting the product code and realised that the piece of paper its written on has only 15 characters divided into 3 sets. But Steam is asking for 25 characters over 5 sets.???

I have entered the code I do have, which leaves 2 boxes empty. I click next, and I get a message saying the "server is too busy, try again later"

Is my product code not long enough? can some one confirm their length of code is the same or more.

Which retail CD Keys are accepted on Steam?

F.E.A.R. 3 CD Keys in this format: 1AB2C-D3FGH-456I7
