It does. Brawn was commenting on the fact that without this rule change the blown periscope exhaust could be used accross the beam at the base of the rear wing, as opposed to the diffuser. Less of an overall effect, but still downforce to be had.I'm going to assume that this closes the holes in the regultions that Ross Brawn hinted at.
