Facebook translation, is it broken?

So after the new 'layout' update a month or so ago ive noticed posts from foreign friends dont have the translate message option anymore, all the settings are correct it just never shows the option.
Ive searched and seen lots of people complain about this but FB have done bugger all about it? Is this widespread?
