Amazingly, you click on the Events link on the left, then the create event button at the top.

You need to go to your homepage - on the left there will be a list, and one of those will say events. Click on 'create new event'.

It's not that it is confusing. It just doesn't seem that popular.... Whilst I have an account! I might as well watch tumbleweed....

Then the only person attending his event will be him. No one uses G+ except people who live on the internet.
