Factory Reset To Sell iPhone4

I'm in the process of recycling an old iphone 4 and the website states that the device needs to be removed from the iCloud account. I've done a factory reset on it, will this also remove the iCloud account?

The checklist from the recycling company suggests I should do factory reset AND remove the iCloud account. Is this correct?

Factory resets of settings / content just removes everything. When you turn it back on it asks you to do the initial setup again (just try it for yourself)
