Failure to turn off?

Ok this has hassled me for quite some time now and I don't know what the problem is.

Whenever I shut down my computer, about 80% of the time the PSU is still sending power to my PC despite everything being turned off, for example everything is turned off apart from the fan on my northbridge and anything else taking power directly from the motherboard. I have no idea why it is happening but from what understand, the motherboard is supposed to tell the PSU to turn off, right?

Well if this is the case, why does it sometimes not do the desired motive but instead I have to turn it off at the isolator switch on the back?
 
which PSU did you have?

By default the atx power supplies still send power to the motherboard in standby mode. Sometimes the PSU will have extra features which may also be the issue. I would assume it is most likely a faulty PSU so try a spare if you have one.
 
If it was all the time I would suggest windows power settings are wrong of maybe even a BIOS power option like wake on LAN or something.

However if its intermittent, that's strange. It could be a psu fault, or maybe a a loose connection, I would first try unplugging and reseating all power cables and case panel connectors, making sure there's no loose/shorting cables anywhere.
