Fairly sure this PSU is done for

Hi guys, just need a bit of confirmation with a PSU problem i'm having.

Basically I left my PC on downloading from steam yesterday for a few hours, and when I came back to it, it was just off. I went to turn it back on and it wouldn't do anything at all apart from the 'on' light at the front would flash and do nothing. I unplugged everything and had a look around inside, nothing was melted or anything like that, but the night before I could smell like a rubbery smell and couldn't locate the source. When I plug the power lead into it now, it starts to make a hissing noise before I even turn it on. Does this confirm that I need a replacement?

8GB HyperX DDR
XFX 5830HD

The PSU doesn't seem to do anything when I try the paperclip method
 
More often than anything else, the psu fails. You have a warranty, 3 years, 5 years or even seven years. What it boils down to is where do you ship the psu to? Shipping to Netherlands is not cheap, where OCZ rma's are dealt with. I once shipped a PCPower to USA at a cost of £45. I know a retailer who deal with Corsair psu's themselves for the whole seven year warranty period.

Quick question, the PCI-E 6pin cables each have a 2pin one attatched to them, is this for use with 8pin GPU's? Or will the card (if bought) come with adapters?
