Is this a separate release of fallout, or will people who already own FO4 be able to play in VR?

My housemate's favorite game is fallout, and another close friend already has a vive which he brings over quite a bit

It's a separate release.

I don't believe there are any plans to give it free to those who already own fallout, but who knows down the line what Bethesda will do.

If you want to play it at release I can gurantee that you will need to either purchase the VR version of Fallout seperately or receive a code for it via the HTC VIVE (or other) promotion.
