Within the first 5 mins of playing the games I've ran into 2 different issues. The first is where the game would just not respond and close, but I've fixed that by changing my theme to Windows 7 basic. The next issue I'm having is when I'm born, just as I'm about to choose my name, the game freezes...

FO3 was always an unstable game, there's loads of guides online to try and get it semi-stable.

Have you tried:
Unofficial patch
Disable auto saves and use casm
4gb patch
Fallout.ini fixes for core limitation + threads
Check the Steam discussion board for the setup thread.
I have done these with a ton of other mods and mine has not crashed once on win 8.1 so far. So I would say they are a good bet
