Fallout 3 Question

im tempted to buy fallout 3 goty as i never got into it before
i just wanted to know a few things, does it require the disk in the drive to play

if it does ill get the steam version but that leads to question 2, what are the chances of steam lowering the price for a special offer when the new one comes out? i have seen them do it for a few games before but i dont know if its common or not

thanks for the replies, i just found it for £10.99 new so i bought it
if i have to i suppose i could find a no dvd crack

by the time i have got around to playing it and if i like the game then finishing it i should be able to pick up the new one for a decent price too
