How am I meant to tell which quests are suitable for my level?

I've finally managed to get this working without crashing, done the vault, gone to Megaton.

I got a load of quests which appear to be the expansion content, but i've assumed that those are high level, and left them alone.

Did some quests around the area, but then eventually I get told to go to Rivet City. Which I just can't get to. There are mutants with rocket launchers in the city area that just blow me to smithereens.

I've read up and it seems i'm supposed to wait until i'm higher level to go there. But how was I supposed to know that? Is there some kind of mod that tells me what I can and can't do at my level? Seems a tad frustrating otherwise, using trial and error to find out what I can and can't do.
 
No not to my knowledge most mods are aimed at making it harder. I'd say do Moiras quest in megaton and stick to small guns at the start of the game there easy to find and keep repaired. Supermutants run away from till you've got a decent weapon and some points in its skill. Side quests and sneak critcals would help. Other than that rpg sop should work.
 
to be honest most things are scaled well in the game, the dc ruins are very dangerous for a low level character however, if you really want to go to rivet city avoid dc and swim all the way around
 
If you get to an area that's too hard for you, put it off until you're a higher level, however, those super mutants can be dealt with in a different way, you can sneak up behind them and kill them before they get the chance to start launching rockets at you. What level are you at the moment?
