Fan at 0% after update, really need a hand fixing this!

So recently I've been having a serious amount of problems with my GTX 295, or rather the drivers, and I nearly RMA'd my card as I thought there was a problem with it.

To cut a long story short I noticed recently my card was idling at a very hot temp (~77-78C), and always went >90C when under load, even hitting 104C at one point. So I was about to RMA my card when I noticed that when I put my old card (8800GTS) in the PC it did more or less the same thing, idling at around 73-74C. I realised that the card couldn't be at fault and tried putting the card in a different slot. Now again to cut a long story short this worked because by putting it in a different slot it installed new drivers for the card. Upon rebooting, these drivers now made the card idle at 53-57C. I think the problem was the old drivers I had didn't seem to lower the clocks when idle, so the GPU acted like it was constantly under load (I originally had 182.50 but 185.85 produced the same problem).
However, it didn't install properly as there was no Nvidia control panel and in game I only seemed to have half the FPS compared to before (suggesting to me that multi-GPU wasn't active).

So I did a complete unistall, cleaned up with driver sweeper and reinstalled the 191.07 drivers. The nvidia control panel now was back, fps was back to normal BUT now my GPU fan is reading as 0% and the temps are back up in the 75-77C. I've checked the card itself and it's not a faulty reading, the fan actually isn't spinning! It seems like no matter what I do now I always have one problem, and too be honest I'm not happy having a hot card or one that's only giving half performance. I'm downloading the newest drivers, 195.62, but I have already done this before and it gave me the same 0% fan issue, I'm just doing it for peace of mind. Anyone had anything like this before? I'm at a loss as what to do!

I'm on Vista 64 by the way, in case that's important.
