what's a good cpu temp monitor? I think I'll try running it without a fan and see what it's like.

And what temp should a x2 4200+ (939) be at?
 
If you want really quiet fans consider running them at 7v or 5v.

Just a quick question, why do you need 10db? Hard drives are normally louder than this most of the time...
 
yes the 7 volt trick does that and temp found this with google ;

AMD CPU Assistant has both my cores idling at 50 degrees celius (with sides of case off)-65 degrees celius(with sides of case on)
It is winter here so max air temp is 20-25degrees

Well I'm using a load of Noctua 120mm 800rpm which are around 8db I believe. I want to upgrade mobo and cpu soon, so I don't want to fork out on anything to costly. Probably best to see if I can just get away with no fan. It's a nice roomy case with good air flow. and one of those big tall heat sinks.

Also HDD aren't constant and aren't such an annoying hum.

First of all, take a gander at SPCR if you haven't already.

Also, take a look at the Thermalright HR-01 Plus, it's designed to run without a fan, but performs better with even the slightest of airflow.
