Fan Contoller to zero

I see 2 fan controllers on discount this week,

will either of these turn a fan off completely if the slider is all the way down or do they still push 5v through?

The bottom one says what it goes down to in the text so maybe the top one is similar.

True,I guess they both do not turn fully off.

I'm not sure many do without simply disconnecting the fan from the controller, or turning the controller itself off. Most, when set to the lowest setting, will keep going at the fans lowest speed (usually 800rpm). The controller on my Zalman case doesn't totally stop the fans at lowest setting. But, with everything that's in my case, I keep it cranked up at full tilt for exhaust.

Using an akasa FC6 here, with it fans can be turned off.
