Motherboards are generally the best thing to control 4 pin fans. Depending on your motherboard model it may offer multiple headers that can control attached fans, or just one controllable header.

There's no connector as such that you can use to control fans, although there are numerous solutions such as fan controllers, 10v cables, inline resistors, rheostats and DIY solutions that can work.

Splitters are an excellent way to get the PWM out to multiple fans. Just make sure it is a PWM splitter that you get.

If you haven't bought one of these, or similar then you've got the wrong one. BIOS settings are generally required to get PWM control working on fans.

12 inch and 60cm are the same length by the way.
