Fan controller dont work!

as u can see i limit it to 2000 RPM and its still spinning at 2300. And yes i did press the "apply" button. Any ideas why it wouldnt work?

Because your motherboard doesnt support varying fan speeds??

I may be being thick but it says low limit, doesnt that mean minimum fan speed, not max? so your saying spin at at least 2000rpm
