Looks normal, I have a http://www.aerocool.us/peripheral/xvision.htm and the voltage fluctuate around +-0.1V all the time, I think they do that to try to maintain the RPM.

Probably normal. The Bitfeniox Recon doesn't show a voltage but does show a speed and I find this varies by +/-100RPM and you can actually hear it spinning up and down. It's really quite annoying. I haven't measured the voltage in a while though but I seem to remember it being all over the place. It's shoddy if you ask me.
