My fan will all of a sudden start going fast the slow till its on full speed almost, Is the controller broke?

Its a cheap single fan controller that I was using to slow my 5400rpm fan down with, I thought I was taking a risk with it as my fan is too powerfull!

But it was ok for the first month or so
