As above are there any fan controllers that people know of that can actually turn down a fan to ultra low speed and even turn them off, my akasa one just doesnt seem to slow them down enough, 3.5" bay would be ideal, if not a 5.25" would do

Akasa Sunbeam does the job.
hmmm can't seem to find that one?
He may have meant the Sunbeam Rheobus - controls 4 channels and allows each to be fully powered down from what the reviews state.
I use the 6x rheobus extreme which allows a decent level of control but won't power the fans down completely.
