Fan controllers

Plotting some water-cooling for my rig but can't decide on a fan controller. Looking at this:

Because this one is out of stock:

Is the former a worthy substitute?

Look for the Scythe Kaze-Server (think thats what its called)

Those you've linked to will shut a fan off but supply a min of 3.7v whilst the Kaze-Server will supply 0v.

Don't quite understand why thats an advantage, power-saving aside.

But thanks for reply; but since i'm getting my water-cooling gear from here may as well get the controller also.
