Fan help+ a 5 degree temp drop

Right, i'm in need of some advice. Just this morning I dusted out my whole pc. Now it's running my i3 OC at 4.2 at about 25 celcius idle.

It used to run 30+ This I obviously took as a good thing however the fans on my machine are loud. Not overpowering but id like to think I could get them a lot quieter. I have 2 x 120mm and 2 x 80mm also cpu and gpu fan. Im using a beasty Akasa nero cooler.

I was wondering if these 'silent fans' I keep seeing would reduce my noise. something like this:

Ive noted the decibel difference between my current fans and its about 7db. I was wondering if this would make a huge difference?
 
Apparently those Akasa Amber 'Ultra Quiet' fans aren't quiet at all, or at least that's what I hear.

A 7db difference, if they are true figures, will be a significant drop in noise.

You could always drop the speed of your installed fans using a fan controller which will in turn decrease the noise they make but reduce their airflow.
