Fan "issues"

Hey guys, this is my pc:

Intel Core i7-4770K 3.50GHz (Haswell) Socket LGA1150 Processor - OEM

Gigabyte Z87X-OC Intel Z87 (Socket 1150) DDR3 ATX Motherboard

BitFenix Ronin Tower Case - Black

Microsoft Windows 7 Home Premium SP1 64-Bit - OEM

I recently had some of these bought for me:

Basically some normal case fans. I now have Six case fans. Overkill maybe, but my last pc suffered a lot from over heating so trying to play it safe! (Cant afford water cooling).

Anyway. Here is my problem.

Some times when I turn the pc on all of the fans work. They aren't PWN fans, it is just the three pins used and not four. On the other hand sometimes the fans will sorta nudge along but then fail to spin up. The LED's come on, but the fans don't. My understanding is that if they are just using the three pins they should just spin all the time no matter what.

Is that wrong?

And does anyone know of any good PWN fans at a decent price?

For the record the fans were bought for me with the best of intentions and they didn't know about PWN fans. If it was up to me I would have just gone straight for the 4 pin connectors.

I'll give it a go ASAP.

Would it be better to just try and get hold of some PWM fans? And any recommendantions for PWM fans?
 
The only thing I can find ont he BIOS regarding the fans says that they are set to "normal". Is this what i should be setting to disabled?
 
Well, if that was the case is it because of the 650w power supply? Because the board does have 6 slots of fans, plus two CPU fans.
