Fan noise advice

Hi at the min I have the standard fans that came with my cooler master 922 plus the stock cooler that came with the i7 2700k. Thing is I want to replace the fans inside the case and the stock cooler to make my system run allot quieter as I do allot of my downloading at night and the current noise levels keep me awake, also with the cpu cooler I'm looking at something like Phanteks PH-TC14PE.

If you could please give me some advice on which are the best fans to buy and cooler that would be great. P.S My room is the hottest room in the house so I will need a good cooler and fans (while still being quiet) to keep temps down.

I bought a bequiet shadow rock cooler because I wanted a quiet pc. I sleep 2ft from mine with an open case. And I'm not disappointed its barely audible.
 
Downloading I can turn off my fans completely and cpu is only 50c. 80% load is 62c @ 700rpm

But normally it's 700rpm idle and ramps up to 1000rpm @ 98% @ 58c. 4 feet away and quieter than a whisper.
 
Any reasonable quality fans with a fan controller will be sufficient especially at idle, something like...

I have a Corsair H100 with Gental typhoon 1850's that is inaudible @ the lowest setting on the unit. I also took a punt recenlty on some corsair AF140's/AF120 quiet editions that are also very good for the price point and move a lot of air while being quiet @ 7-9v.
 
The Noctua's are quite good, you can get those to about 10db. If you are not overclocking get a good cooper tower heatsink. If you get let's say four 10db fans your system would just be 16db (+PSU, graphics etc).
