Fan noise

I've recently installed a so called quiet fan, now I'm guessing it's not the actual fan I can hear but wind noise blowing over the mobo as it's directly above it blowing down.

So what's the best way to reduce the noise? granted I'm sat close (less than 1m) but it's quite noticeable. I think a fan controller might be needed but it all sounds a bit overkill for a HTPC with the odd bit of gaming thrown in.
 
Is it plugged into the mobo with a 3 pin connector or just straight into a 4 pin molex? If it's in the mobo then you might be able to change the speed in the BIOS depending on your mobo.
 
The old Red and Yellow Molex splitter wire issue.

Red = 5v, Yellow = 12v. IIRC. Put it on the Red/Black connection for quiet low speed, or Yellow/Black for louder high speed.
 
Yeah thanks, I've tried speed fan but it doesn't work for me.

I should mention that the fan is a thermistor type and should change speed with temperature, but it doesn't seem to drop much, mainly hovers between 1050-1150 rpm. Maybe I should play about with the location of the sensor a bit. Yet more faff!
